News
All newsThe bridge is built. Our work makes it carry weight.
PCPDF is a nonprofit foundation registered in Peru. It exists because the infrastructure of partnership between Peru and China now stands complete (a port, a treaty, compounding trade) while trusted facilitation at the highest level remains scarce. We translate potential into projects, and goodwill into lasting development.
Development, Security, Civilization and Governance. These four global initiatives shape our mandate and point toward a community with a shared future for mankind.
The port is open
The US$3.5 billion Chancay megaport, operated by COSCO, is the first South American port able to receive the largest container vessels: Shanghai in 23 days, direct.
NOV 2024 · CHANCAYThe treaty is upgraded
Peru has ratified the optimized free-trade agreement with China, deepening market access in both directions after fifteen years of the original FTA.
JUL 2026 · LIMA · BEIJINGTwenty years of relationships. One trusted point of connection.
The Foundation founders’ network was built over two decades of joint ventures and engagements at the highest levels of Chinese government and industry. We bring together decision-makers, institutional investors, and industrial leaders from both nations.
Strategic industry alignment
Identifying the sectors and projects where Peruvian priorities and Chinese capability meet national policy goals on both sides.
Project facilitation
Structuring partnerships, ventures, and market entry so that each party’s strengths carry the project from concept to operation.
Diplomatic engagement
Addressing political sensitivities and policy risks proactively, before they become obstacles to legitimate cooperation.
Capital & resource mobilization
Deploying financial, technological, and human capital, with demand networks, to move agreed projects into execution.
A network built across decision-making sectors.
In each sector PCPDF works at the same four levels on both sides: public institutions, state-owned enterprises, technical experts, and industry leaders.
Healthcare
Hospital modernization, medical equipment supply, and pharmaceutical cooperation between Peruvian health institutions and Chinese manufacturers and research bodies.
Minerals
Copper, gold, silver, zinc, and polymetallic projects: the sector where Chinese capital already runs deepest in Peru, and where technical and environmental standards decide which partnerships last.
Energy
Generation, transmission, and renewable projects that match Peru’s national energy plan to Chinese engineering capacity and long-horizon financing.
Agriculture
Market access for Peruvian agricultural exports into China, and Chinese agricultural technology into Peruvian production, under the upgraded free-trade agreement.
Infrastructure
Ports, roads, water, and public works, where Peru’s national infrastructure plans meet Chinese construction experience and long-term financing.
Transportation
Rail, shipping, and logistics links that shorten the route from Peruvian producers to Chinese markets, from the port of Chancay onward.
Forward thinking, mutual respect, shared value, and action over ideology: development that both nations can stand behind.
The people whose initiative this is
The Foundation is guided by founders with over two decades of standing on both sides of the relationship.
An expert in strategic planning, operations, and working protocols in the Chinese marketplace, with more than two decades leading foreign-Chinese joint ventures and a deep network spanning China, Latin America, Africa, and Israel.
David Nur
A certified attorney of the Justice Department of the People’s Republic of China and an envoy of the Belt and Road initiative’s worldwide strategy, with deep roots in China’s political leadership and unmatched experience executing commercial opportunities in China.
Edward Lee
Founder of Forza, a Peruvian security company of 2,500 personnel sold to Securitas in 2007, then Country President of Securitas Peru for twelve years, and for twenty years the National Security Society’s representative on CONFIEP, Peru’s confederation of private business.
Wilson “Cucho” Gómez-Barrios
A proven model, now working for Peru.
PCPDF is the third bridge built by the same founding group: the Israel-China Life Sciences Alliance (TICLSA) and the Canada-China Peace and Development Foundation (CCPDF) apply the same model between their nations.
The conversation starts with a letter.
For project proposals, partnership enquiries, or an introduction: write to the Foundation directly. Messages are read by the founders and answered in a swift manner.
